Members Present: Eric Unger, Vice-Chair; Chuck Crickman, Member; Bill Annable, Alternate.

Mr. Unger chaired the meeting in Ms. Holmes’ absence.
Mr. Unger called the meeting to order at 4:34 p.m.

ADMINISTRATIVE

Minutes
The Commission reviewed the minutes of November 18, 2011 and made corrections. Mr. Crickman made a motion to accept the minutes as corrected. Mr. Annable seconded the motion. All in favor.

INTENTS TO CUT
The Intents to Cut application submitted by Roger Waitaker on December 9, 2011 for property located on Gillingham Drive, Newbury, Tax Map/Lot # 49-625-516, was tabled until the January 10, 2012 meeting because Mr. Unger’s schedule prohibited him from visiting the site.

WETLANDS/SHORELANDS
The application submitted by Peter & Patricia Reynolds, 129 Bay Point Road, Newbury, was tabled until the January 10, 2012 due to unclear information on the application.  

OLD BUSINESS

Forest Laws for Municipal Officials Workshop
Mr. Unger reviewed the Forest Laws workshop that was held at the Town Office on December 8, 2011. Co-sponsored by the ConCom and the UNH Cooperative Extension, over 50 people attended and the following topics were covered in depth:
  • The role of county foresters
  • The NH timber harvest laws
  • Highway/road classifications and applicable RSAs
  • Wetlands and timber harvesting
  • Conversion formulas for timber harvesting
  • Best practices for forestry and protecting NH’s water quality
  • Standard timber sale contract
The UNH spokesperson noted that this workshop was the best-attended forestry workshop that the Cooperative Extension has ever had.

There was further discussion about the workshop, related forestry/timber harvesting topics and how to use the information moving forward. There was additional discussion about the right to reject Intents to Cut applications if they are submitted incomplete. Also, the workshop information stated that if a municipality’s regulations are more stringent than the state’s regulations, then the former takes precedence.  There was discussion about who within the town is responsible for enforcement of the regulations.

NEW BUSINESS

Mr. Unger informed the Commission that NEHSA has withdrawn its application for a new building at Mt. Sunapee and has decided instead to expand its existing building.

Mr. Crickman made a motion to adjourn the meeting. Mr. Annable seconded the motion. All in favor.

The meeting adjourned at 5:19 p.m.
